ICT in Local Government
www.ecounty.or.ke is a public-private partnership undertaking to enable municipal councils to introduce electronic services into their council operations to benefit residents, other stakeholders like investors, tourists and visitors and municipal staff.
Three pilot local authorities were chosen based on the criteria one of one rural county council and one urban county and municipality. The local residents who are the tax papers are the clients of the council. The local authorities have to reach out to its customers, visitors, investors and the media. The solutions deployed are an interactive web-site where the public can download forms such as business license applications and by - laws among other services. The other solution is an SMS query service that members of the public can query municipal services such as cost a particular class of business license, the land rates on a particular plot and who the registered owner is and the councillors law enforcers can validate the authenticity of a business license by sending an SMS to validate if it is registered in the council database
