Why are Councils slow in adopting GIS?

Councils in Kenya have began adopting ICT. GIS, a component of ICT is a powerful planning tool for the Kenyan Councils. ICT has already paid off for the champion Councils in Kenya. Less than five Councils have experimented witth GIS in Kenya. What may be hindering the Councils to employ GIS in their planning?

Coffee and dairy farmers associations will have a go at ICT on 16th December 2009. On this day the new edition of CoopWorks will be launch at a big event at the Co-operative Bank of Kenya Training Centre in Nairobi. Partners include the Co-operative College of Kenya and the Kenya National Federation of Cooperatives (KNFC).
